Monrovia-November 5, 2025: The Government of Liberia has officially confirmed the submission of a landmark US$364 million road concession agreement to the National Legislature for approval.
The deal, struck between the Republic of Liberia and PAVIFORT AL ASSOCIATES, INC., aims to transform key road networks across the country under a Build, Operate, and Transfer (BOT) model.
Speaking at the Ministry of Information’s regular press briefing in Monrovia, Information Minister Jerolinmek Matthew Piah disclosed that the agreement was forwarded by the Executive Branch in July 2025, as part of President Joseph Nyuma Boakai’s infrastructure development drive.

Ongoing road construction in Liberia
According to Minister Piah, the five-year project is expected to cover 255 kilometers of major road corridors, including, St. Paul Bridge to Klay, Bomi County, Klay to Bo Waterside, Klay to Tubmanburg, Madina to Robertsport and Voinjama to Mendikorma.
Minister Piah emphasized that the project underscores the government’s commitment to improving road infrastructure, promoting regional trade, and enhancing connectivity between counties.
He added that once approved and implemented, the concession will contribute significantly to Liberia’s post-war reconstruction agenda and stimulate economic activities in rural communities long cut off from major market centers.
The proposed road deal, when ratified by the Legislature, will mark one of the largest infrastructure investments under the Boakai-led administration.
