Liberian News: Gov’t Embarks On Historic Performance Appraisal Of Public Institutions

Monrovia– The Government of Liberia, through the Office of the President, has launched a historic performance appraisal of public institutions to enhance service delivery, efficiency, and accountability.

This initiative, the first of its kind in the country’s history, was highlighted by the Director General of the President’s Cabinet, Nathaniel T. Kwabo, during a press briefing at the Ministry of Information, Cultural Affairs, and Tourism (MICAT).

Speaking to the media, Mr. Kwabo emphasized that since October 2024, the government has been making strides toward institutionalizing a culture of performance management. Over 90 public institutions have developed clear performance targets and signed performance contracts with the President. These contracts serve as benchmarks for evaluating their progress in implementing key priority programs that focus on service delivery, efficiency, and governance reforms.

“This process is not just about assessment; it is about fostering a new era of governance where transparency, accountability, and measurable results are prioritized,” Mr. Kwabo stated. According to Mr. Kwabo, the appraisal follows a structured timeline, March 10: Deadline for institutions to submit their self-assessment reports, March 17–26: Verification and evaluation of reports by a central review team, March 28: Submission of the final performance report to the President, May 31: Public announcement of the results, along with recognition of high-performing institutions.

He further clarified that this assessment does not measure overall institutional performance, but rather progress towards agreed-upon targets outlined in the Performance Management Contracts (PMCs) and performance contracts with the President.

The performance evaluation is a key component of the government’s broader National Development Plan, which seeks to drive economic growth, social transformation, and institutional reforms. By tracking progress, the government aims to make data-driven decisions that ensure tangible improvements in public service delivery.

“This is not a one-time exercise; it is part of an ongoing commitment to strengthening performance tracking, improving governance, and ensuring that public resources are used efficiently,” Mr. Kwabo remarked.

Mr. Kwabo urged all government institutions to fully cooperate with the process by submitting their performance reports on time and ensuring accuracy in their self-assessments. He emphasized that institutions must demonstrate transparency and accountability to build public trust in the government’s reform agenda.

“As we shape a new era of governance, institutions must uphold their responsibilities. The Liberian people deserve a government that delivers on its promises,” he concluded.

With this initiative, the Liberian government is sending a clear message accountability and service delivery matter. The results of this process will not only highlight institutional progress but will also serve as a benchmark for future governance reforms.
