The Supreme Court of Liberia has affirmed the constitutional legitimacy of the Assets Recovery and Property Retrieval Task Force (AREPT), granting it full authority to proceed with its mandate of identifying, tracing, and recovering stolen and suspicious assets.

Monrovia-The Supreme Court of Liberia has affirmed the constitutional legitimacy of the Assets Recovery and Property Retrieval Task Force (AREPT), granting it full authority to proceed with its mandate of identifying, tracing, and recovering stolen and suspicious assets.
The ruling, delivered on February 18, 2025, comes after months of legal battles initiated by the Anita Group/Gracious Ride, challenging the legality of Executive Order #126, which established the task force.
Addressing the press at the Ministry of Information, Cultural Affairs, and Tourism (MICAT) regular briefing, AREPT Chairman Cllr. Edwin Kla Martin hailed the ruling as a major victory in Liberia’s fight against corruption. He emphasized that the Supreme Court’s decision has now settled all legal questions surrounding AREPT’s establishment and its authority under the 1986 Constitution, specifically Chapter 2, Article 5c.
The legal dispute began in March 2024, when AREPT launched an investigation into Gracious Ride, a transport company suspected of acquiring assets through questionable means. In response, Gracious Ride and its affiliated company, Anita Group, filed eight separate legal actions against AREPT, including petitions for Prohibition, Summary Proceedings, and Unconstitutionality before the Supreme Court and Civil Law Court “B.
These legal challenges resulted in a nine-month stay order imposed by the Supreme Court on June 4, 2024, preventing AREPT from carrying out its functions. However, after six requests for a final hearing, the court assigned the case on January 14, 2025, and after deliberation, denied the petition filed by Anita Group/Gracious Ride on February 18, 2025.
Cllr. Martin expressed pride in the legal team’s efforts, stating, “I am super proud to state that AREPT’s legal team, under my leadership, defeated Anita Group/Gracious Ride in all of its eight legal engagements. We are set to beat anyone legally who will challenge the legitimacy of AREPT.
With the Supreme Court ruling now in place, AREPT has wasted no time in resuming its investigative work. On February 19, 2025, the task force formally set the stage to investigate cases involving illegal possession of assets, suspicious acquisitions, and the theft of public resources.
AREPT revealed that during the nine-month stay order, some individuals attempted to conceal or transfer assets by, moving stolen government vehicles across borders and selling them Changing bank accounts and transferring suspicious funds Respraying and altering the identities of government-owned vehicles Forging property deeds and falsifying documents.
Cllr. Martin warned that AREPT’s surveillance and intelligence unit is on high alert and will expose those involved in such activities. The task force has already verified and taken control of 17 high-profile cases involving the theft of public assets, road construction fraud, and the illegal acquisition of state
AREPT has established strategic partnerships with international bodies in the UK, Ghana, and Nigeria to aid in asset tracking and recovery. Investigations have already identified three major locations where Liberia’s stolen funds have been banked and invested, Ghana Ivory Coast Dubai.
Cllr. Martin announced that an international partner from the UK is expected in Liberia next month to review evidence and support the government in asset recovery litigation. He assured the public that legal action would be taken in these foreign jurisdictions to reclaim Liberia’s stolen wealth.
In an effort to strengthen public involvement in the fight against corruption, AREPT has set up hotlines and reporting channels for citizens to provide information on suspicious assets.
Cllr. Martin encouraged Liberians to report suspicious properties in their communities, including government vehicles and other state assets, assuring whistleblowers that their identities would be protected.
Reaffirming President Joseph Nyuma Boakai’s commitment to the fight against corruption, Cllr. Martin stated that Liberia has regained its international dignity through the government’s anti-corruption efforts. He emphasized that while there will be no witch hunt, there will be a relentless pursuit of stolen assets.
Liberia has suffered too much because of corruption. It is time to fight back. When this battle is won, our hospitals, schools, and roads will be transformed. No turning back, no business as usual, no more impunity.
With the Supreme Court’s ruling in its favor, AREPT has now fully resumed operations, vowing to track, seize, and recover Liberia’s stolen wealth both at home and abroad.
