Musa Hassan Bility, Representative for District 7, Nimba County, has cited growing concerns over what it describes as the Executive branch’s “blatant violation of democratic principles” and interference in the Legislature’s independence.

The boycott comes in response to the Executive’s recognition of Hon. Richard N. Koon as Speaker of the House, despite the fact that the legitimate Speaker, whose name the caucus did not disclose, remains in office. The caucus has labeled this move as an “unprecedented action” that undermines legislative autonomy and humiliates the institution of the Legislature. “We Will Not Acknowledge Illegitimacy”

In their press statement, the caucus stated that attending the SONA under these circumstances would equate to tacit approval of what they term as “illegitimacy.” They emphasized that the matter of the Speakership is under judicial review, and any recognition of Hon. Koon prior to a court ruling undermines both the democratic process and the rule of law.

Adding to their grievances, the caucus highlighted alleged aggression by law enforcement against its members, accusing authorities of attempting to fabricate evidence to suppress their resistance. The group pledged to fight any such moves in court, reaffirming their commitment to an impartial investigation.

The caucus urged members of the Senate and other lawmakers who share their concerns to join the boycott as a show of solidarity against the erosion of legislative independence. “We must reject any actions that degrade our institutions, erode the rule of law, and threaten Liberia’s democracy,” the statement read.

Describing their stance as a “firm and principled stand,” Hon. Bility clarified that the boycott is not an act of defiance but a defense of Liberia’s democratic foundation. The caucus reaffirmed its commitment to legislative integrity, justice, and governance in line with constitutional principles.
