Liberia-The House of Representatives has passed the recast budget, despite significant objections from several lawmakers including Rep. Musa H Bility of District#7, Nimba County and Representative Yekeh Y. Kolubah of District#10, Montserrado County.
Bility and Kolubah with other lawmakers in the House of Representatives expressed dismay over the body’s failure to provide an investigative report of who altered the previous budget and the low budgetary allotment for the fight against drugs.
In response to these concerns, Speaker J. Fonati Koffa has sent out to the Executive caveats aimed at addressing the erosion of legislative authority over national finances and improving oversight and transparency in the budget process.
The caveats included calling for sweeping reforms to regain control over budgetary matters, amending the Public Financial Management (PFM) Law, and creating a budget resource committee to design a clearer path forward for the budget process.
In a statement following the passage of the recast budget, Speaker Koffa emphasized the importance of these reforms in ensuring that future budgets are handled with greater oversight and accountability.
He also urged the Ways, Means, and Finance Committee to re-evaluate the Public Financial Management (PFM) Law, asserting that the current structure has allowed an unelected official, the Finance Minister to shift funds at his discretion an authority that must be curtailed.
