Liberia Begins Preparations For MCC’s 2nd MCC Compact
MCC Delegation, Finance Ministry Hold Key Discussion
Liberia-A high-powered delegation from the Millennium Challenge Corporation (MCC) in the United States, led by Managing Director for Africa Jason Small, has concluded a one-day meeting with Liberia’s Minister of Finance and Development Planning, Augustine Kpehe Ngafuan, to advance preparations for Liberia’s second MCC Compact.
Liberia-A high-powered delegation from the Millennium Challenge Corporation (MCC) in the United States, led by Managing Director for Africa Jason Small, has concluded a one-day meeting with Liberia’s Minister of Finance and Development Planning, Augustine Kpehe Ngafuan, to advance preparations for Liberia’s second MCC Compact.
Speaking during the delegation’s courtesy visit, Minister Ngafuan emphasized the need for unity among Liberians, calling on citizens to put aside political and social divisions in favor of national development.
“We call on our people to unite for development,” Minister Ngafuan stated. “The MCC brings all of us together, no matter your political party or religious connection – that’s why we say Liberia wins.”
Ngafuan highlighted the successes of Liberia’s first MCC Compact, which delivered tangible benefits such as increased electricity through the Mount Coffee Hydro Dam and improved water distribution via the Liberia Water and Sewer Corporation. He stressed that these services benefit all Liberians equally, regardless of political affiliation.
“No one needs to show a political party ID card to benefit from electricity and water,” he said, noting the contributions of past and present officials in securing Liberia’s partnership with the MCC.
The Finance Minister also underscored the importance of prioritizing Liberians’ needs beyond political cycles, saying, “Election years are when politicians win, but the Liberian people need to win every year. Our people need roads, more electricity, healthcare, and education – that’s how they win.”
Minister Ngafuan assured the MCC delegation that efforts are underway to complete a constraint analysis to guide funding toward critical areas of development, reaffirming Liberia’s commitment to maximizing the impact of Compact II.
Jason Small, MCC’s Managing Director for Africa, expressed his enthusiasm for Liberia’s Compact II preparations, emphasizing the strong partnership between MCC and Liberia.
“I know you and your team are very anxious to get moving on the compact, and that’s why we’re here,” Small remarked. “We will walk this long road together and develop a compact that will transform the lives of the people of Liberia.”
Small, joined by MCC Program Officer for Africa Ilana Shapiro, highlighted the visit’s technical focus on staff recruitment, diagnostic studies, and establishing a Millennium Challenge Corporation office in Liberia.
U.S. Ambassador to Liberia Mark Toner lauded the ongoing partnership between the U.S. government, the MCC, and Liberia, describing it as a significant milestone in Liberia’s development journey. “This is a real win for Liberia, and we are so pleased that the MCC Delegation can come to network with the Government of Liberia,” Ambassador Toner stated.
The visit is seen as a critical step in laying the groundwork for Compact II, which aims to address key development challenges and improve the quality of life for all Liberians. The talks mark a significant milestone in Liberia’s journey toward securing its second MCC Compact, with a shared vision of fostering long-term growth and development in the country.
