Lawmakers Demand Clarity On Liberia-Guinea Access Agreement

The House of Representatives has summoned the Minister of Justice to appear before a Joint Legislative Committee to explain the current implementation status of the Access Agreement between Liberia and Guinea.

In a formal communication issued by the Office of the Chief Clerk, the Minister is expected to appear on Tuesday, December 2, 2025, at 1:00 PM at the Capitol Building. The hearing aims to assess how the cross-border agreement-allowing Guinea to use Liberia’s rail and port facilities is being enforced.

The Minister is required to submit a detailed update outlining whether all provisions of the agreement are being strictly followed, including compliance with operational, legal, and infrastructural obligations. Lawmakers want clarity on how the shared rail and port infrastructures are being managed under the accord.

The Joint Committee leading the inquiry consists of members from the Investment and Concessions, Judiciary, and Transport Committees. The group stressed that the review is crucial to ensuring transparency and accountability, and to safeguarding Liberia’s national interests in the management of strategic cross-border assets. Further legislative action will depend on the outcome of the Minister’s presentation.
